The additional sentence clarifies what the account will be doing in not voting for witnesses.
I'm still stuck on:

Why do they have to be a witness themselves?
Support for individual witnesses should never be implied, directly or indirectly, by any Foundation account or active board member unless said member is speaking from a non-Foundation standpoint.
e.g. Any board member can speak positively or negatively (by votes or text) towards a witness as long as they aren't using the foundation account?

As long as they are not using a foundation account OR representing themselves as being part of it.
That is pretty standard in any organization I've been part of leadership with, when speaking on a matter there has to be clarity if speaking personally or as part of the group leadership.
