Culture and customs are also a form of contract, when you are in a place where the State has no way of controlling you, which is very easy to do in places like Latin America, Africa or some parts of Asia, despite if there is no authority, if there are some laws not written among citizens, it does not even need a consensus among them, they only act in a natural way since their culture is the same.
