Chapter four

In this chapter, we will find out how Dmitry Medvedev himself became interested in wine business and took the whole government along with him.

Assets, registered under the “Sotsgosproyekt” foundation, are more than just the Rublyovka estate and the Kursk agricultural lands of Medvedev. The foundation has another subsidiary- "Rocky Shore" JSC (RUS Скалистый берег; Skalisty bereg). It acquired a huge plot of land in Krasnodar region.

The deal to buy the land was made at the end of 2010. The land acquired by "Rocky Shore" is located in the village of Varvarovka in Anapa. It covers 100 hectares, and is perfectly visible from the satellite.

The fact that "Rocky Shore" is a subsidiary of Sotsgosproyekt doesn’t limit its relationship with Medvedev. 76% of "Rocky Shore" belongs to the company "Tehinpro" — the same mysterious organization that directly connects the Prime Minister with the agricultural complex "Mansurovo" (in the diagram). The Board of Directors of "Rocky Shore" is headed, of course, by the most trusted person of Medvedev- Ilya Yeliseyev.
At the time of the transaction for the purchase of the land, the Director of "Rocky Shore" was listed as a certain Zhmenya Andrey Viktorovich. He later became the Director of “Gradislava” foundation, which owns the Ples dacha of the Prime Minister.

Before Zhmenya, the Director of "Rocky Shore" was Sergei Stupnitsky. Let's note this name — it will come up at the end of our investigation.
Now the company has another Director- Andrey Alexandrovich Skok. We know this man well, and perhaps our readers will remember him. Andrey Skok was involved in the investigation of the Anti-Corruption Foundation on the Sochi Olympics. For many years, he was one of the key asset managers of the family of Alexander Tkachev- the former Governor of Krasnodar region and the current Minister of Agriculture.
Skok, even today, is directly associated with the business of the family of Alexander Tkachev. He, for example, manages the winery "Chateau de Talu" in Gelendzhik, owned by the Minister's wife- Olga.
Thus, through Director Andrey Skok, the interests of two federal officials, who can not be engaged in business, are intricately intertwined — the Prime Minister and his subordinate- the Minister of agriculture.
It is not possible to establish whether Medvedev visited the Anapa vineyards personally. Nevertheless, the Prime Minister has been keenly interested in the topic of wine making since the acquisition of vineyards. Previously, he did not pay much attention to the wine industry, but now he began to actively lobby for the adoption of benefits for this industry. In August 2011, Medvedev held a meeting with Tkachev, where he spoke about the development of wine making:

This is one of the major industries that must be developed and that ultimately contributes to the eradication of alcoholism, because in countries where this industry is developing, there are no problems with this (alcoholism). Problems are known to arise from other drinks. We need to hold some kind of meeting on this topic.

In July 2013, Medvedev made wine not an alcoholic, but an agricultural product. Later, the government initiated the permission to advertise domestic wine on TV bypassing all existing laws, and also received the right to regulate its minimum price.
In May 2014, Medvedev held a big meeting in Krasnodar region dedicated to wine making, he promised viticulture subsidies and government assistance. They discussed measures to support domestic wine producers:

The government as a whole is determined to support our viticulture. Subsidies are allocated. They have recently amounted to almost 1.5 billion rubles.

In addition to the meeting, Medvedev visited vineyards and wineries, and also proposed to adopt a separate law on wine.
It is necessary to mention that the Director of "Rocky Shore" Andrey Skok was present at this meeting. At that time, he had already headed the firm, controlled by Medvedev's “Sotsgosproekt” foundation, for two and a half years.
