Gibraltar Stock Exchange or Gibraltar Blockchain Exchange?

Gibraltar Blockchain Exchange is a subsidiary of the Gibraltar Stock Exchange. They aim to be a world-leading institutional-grade token sale platform and cryptocurrency exchange. It will be the first stock exchange with all the i's dotted and t's crossed when it comes to regulation for ICO launches and cryptocurrencies. Could their platform leapfrog over the existing players like Coinbase, Binance, CME etc?
