thank you for your opinion. To my knowledge, the DAO fund is locked. And the last proposal is one in 2020. I would like to submit proposals for my steem services. As you know, witness reward is very unstable so yeah stable support is best for service development.

I think that the functionality is still working - IF a project can get voted above the Return Proposal. I think that it would be hope more than expectation but I think it is worth a try (although submitting a proposal costs 10 SBD, it will be there as an option for many years).
It's still very early in development so you would be brave to play it now 🙂
