I needed some time to think about your post. In my opinion, the weakest link in the proposal is motivation. How to motivate minnows to give downvotes? The goal of equitably distributing the reward pool based on effort and talent is a very noble one. But this will never motivate people to do something. People are motivated by rewards.
And, again, there is always the risk of a downvotes war.
What I agree with is that we are not using the downvotes resource we have. This tool can also be an effective tool in improving content quality.
Yeah, motivation is a challenge. It's not pure altruism, because returning rewards to the pool benefits anyone who's creating content, but I think the ideal balance has many more voters & readers than it does creators. Adding upvotes to drive curation rewards might help with that, but of course, people can do that already. In the past, I have thought of the concept of a layer-2 token that gets distributed based on "correct downvoting"... i.e. downvoting that is validated by other voters. But that makes it into a far more difficult technical challenge.
