Yes I think further change on the Engagement Challenge is needed.

Running them through Communities probably has an unbalancing effect across the community as a whole. Maybe too many votes concentrated in the participating communities?

I haven't tried the Teaching Teams but I guess they do need to be challenging so that people can learn from them. If they require more time and resources perhaps they should get higher votes to compensate.
