if the old mail address is not reachable, then he can mail to contact@steemit.com and provide the correct email and phone number which used in sign up, then we can manually approve his request.

@avoicest I don't think @the.experimenter did the stealing money, I check this site https://ecosynthesizer.com/steem/@mgaft1 and its @stecm that stole his steem/sbd and its is unfortunate that steem/sbd is lost. @mgaft1 needs to start a recovery account as soon as possible. https://steemitwallet.com/recover_account_step_1
