Everyone has freewill to make decisions for themselves especially when it has to do with the decision to have children or not.

The decision lies in their hands.

I agree with the fact that no one can guarantee that children would eventually take care of their parents. It's very true. This has been the bone of contention for quite a while now in my locality.
