Too much rules just to report a new case of plagiarism:

I am absolutely certain that @rasel2496 and @sumi 46 are cheating with their entries in the contest. One of the images is a crop of the other.

May be they are the same person or, even worse, one of them is stolen the picture to the other

I also believe that administrators must have more control over what poeple are submiting to their contests.

The instance is clearly detectable after almost one day after they, or he, submited the images.
