If you're using Chrome, don't use Keychain to login into your Steemit Wallet. Instead, use your posting key. I have the same issue, and this solution works for me.

Also, Chrome may be blocking the download of the PDF file that contains your Tron keys. Please check whether your chrome browser is blocking any downloads of files from Steemit Wallet. If yes, then unblock it so it will proceed with the download.
