I don't know who started this community I assume it's part of the Steemit Team, the ones who set rules how to introduce and what to do (and post here) if you are new.
You can read the pinned posts if you like to dive into it. A part does while others go their way. Some communities might ask to introduce yourself again but if it comes to it it's up to you. The modeeators in this community are labelled as greeters they might show up soon (later or not).

As far as I know a part of the members talk private over whatsapp (some communities have groups), Telegram and Discord. All I use on rare occasions is Telegram. One can talk/comment here as well and commenting/engaging keeps a platform alive.

If you add the hashtags of your interest you can use them to find like minded.

P. S. I clicked... First thing I saw it is 3 years old. A lot of "blacklist" in your header and the message "you are at the best place to be rewarded" It seems that worked for you. No one ever welcomed me that way
