A part of the question, yes... What is the usual purpose? Is this hall only used for events of this kind? Or are there other... I don't know - fashion shows or conferences?
I'm trying to compare it with rooms here. They exist, you can rent them. But usually they are used as a youth club or restaurant...

It's called "club" here. It's not a public or private hall. It's the one in our colony/community reserved for functions and events.
