Sorry for taking so long to reply and thanks for taking the time to look (I thought I'd replied to my messages ages ago!)

I think that the mechanic of stopping people submitting everything could work with a "reputation" system where the people who submit "good" plagiarism (i.e. that which gets voted as "plagiarised") have the potential to earn more and similarly, submit enough information so that it's easy for the assessor to reach the "correct" conclusion.

I think though, as you also recommend, that the new front-end will continue to be the priority for the time being. I was thinking the same as you in that I'll hide the users posting crap or posts containing certain tags (e,g, krsuccess) as I see fit, in the hope that "My version" of Steemit is all of the good and hides the bad (because I won't have the power to stop it).
