Quail are quiet, most of the time they sound like crickets. The males do make noise, but its cute and the sound doesn't carry far. That can be a plus if you have a difficult neighbor (I hope you don't)
Or, in TEOTWAWKI, when you don't want to attract any attention from people passing by.
That is very true, they are low profile which is nice when you do have a lot of people around. Keep your garden and animals to yourself and safe.
