Resteems are far more important than rewards if you're taking the long view. If you just want to get rich quick then sure rewards are important but if you want to build a Following community then resteems gets your post under more eyeballs than any upvote ever would.
I find that when I resteem a post it doesn't always gain more attention, but it costs me nothing to do so and it may help. I see a lot of interesting posts via what others share. We really need the community feature to build something around specific interests
If just one extra individual reads a post via a resteem who would not have read it if you had not resteemed it then that's a success in my book. #PeteTheSalesman :-D

Personally, I don't like the hashtag method of building a following/interest/community, it's very poor in terms of cataloguing. It would be far better to have categories that you had to select by default when posting, then you could have targeted RSS feeds for those categories which in turn would lead to some clever person out there writing a reader app along the lines of TootSuite that would not only let you read and be notified of Steemit posts but all your other social media accounts. Even searching hashtags for "How to lick a hedgehog's back safely" will not pull in all the relevant posts.
P.S. That is a joke of course, I actually search for "How to date an aardvark legally" ;-)
