The same brochure was first distributed in Sweden in 1943, when the Scandinavian country adopted a neutral principle in the middle of the peak of World War II. The revised edition of the brochure was regularly published to the general public, until it was discontinued in 1961. Nevertheless, the flyer was still distributed to local and national government officials, until it was stopped in 1991.

And Eliasson of the Swedish civil contingency agency, in charge of the project, found the reason for the reissue of the pamphlet.

"People are vulnerable, so we need to prepare ourselves to the level of the individual."
