Not wearing a helmet in Vietnam while on a motorbike was the standard for many years. There was a stigma against wearing it even though the injuries and fatalities as a result of motorbike accidents were significant. As laws were implemented to enforce wearing a helmet as well as educational materials distributed do we see acceptance among the common people.
