Implementing A Court Of Record, Part 1

In Cobb County, GA.

First, is there a difference between a Court of Record and a Recorder's Court? They appear to be the same, and Recorder's Courts are not in every county.
What court is my ticket under? I cannot find a way to access my ticket without the physical copy.
Procedure for instating a court of record in the municipal court.
