Technically, all speeds in the universe are relative to each other - so while neutrinos pass through Earth at appreciable fractions of the speed of light, from their perspective they're standing still thinking "What the heck is that massive thing that just enveloped us?" Light (and other massless things) is special because it's the one speed that everyone can agree on, no matter how fast they move relative to each other.
