Why in Russia do not give entrepreneurs to develop production

At first glance it looks like a conspiracy against the population. But i am not a supporter of conspiracy theories, so i will reason logically.

1. The control system is sick. You can also say broken. Not the right people in power who do not want to leave.

2. The prevailing mentality of people.
   People themselves do not want or do not allow themselves to change the situation in the country.

3. Did not have time to restructure under a rapidly changing world.

The topic for reflection is large and complex.
