But in the case of spotify, there is some complexity because Spotify is a legal platform to share music, you can use it for free but still the artists and the team get paid, so to launch Spotify in some country they say that they have to get a license to work and share those tracks inside that country and also make a good ads team to get some appropriate ads related to the new country.
but I think another reason is that they don't wanna spend money in a country which its people will not pay Spotify account fees, so we see on the map that spotify is only available in the rich countries and countries which is considered big in the music market.
