Goal posts move again on major Baton Rouge-region flood prevention canal; here's why

Interesting article about how a fresh water diversion project is being delayed again, the reason this time is the delay in moving a pipeline. It's amazing how long these projects can get drawn out, I'm getting some of it is done on purpose, because of special interest groups. Anyway, this one really needs to get done.
