Per capita isnt a fair representation because Qatar has such a tiny population compared to the United States or even the UK. The U.S. is much richer than Qatar. In fact, without the U.S., Qatar wouldnt have a fraction of the wealth it currently has.
Well. If it were GDP and not GDP per capita, #1 would be the USA. You'd say "yeah but that's not fair it doesn't consider the population!", this is why we consider the population ;)
