This is not unexpected. It was never about people's rights. First they "legalize" it and everyone thinks, how progressive. Then they "monetize" it by allowing commercial sales so they can tax the hell out of it. Then they make it illegal to grow so you must get it from the the tax revenue generating sources. It is government 101.
