According to parliament's constitutional committee, Sweden's centre-left minority government, which never enforced a COVID-19 lockdown and instead depended largely on voluntary limits, failed in key elements of its management of the pandemic
According to the committee, the government was reluctant to implement a testing and tracing system, failed to protect the elderly, and lacked clear lines of duty between national and local authorities. It made no mention of Sweden's divisive no-lockdown policy.
