Well, that is, unless you believe in the conspiracies about the sinking of the Titanic by explosives. The, of course, not enough life boats makes perfect sense.

We land farers do not understand the sea. There is no way of being safe. There is no way of being sure.

Weather can change on a dime. Everything on boat can fail. And the distances at sea are huge. It dwarfs anything done in a car. There are no 7-11s around.

So, although we have developed far more sea worthy vessels, it will never be safe on the open seas.

Yet, the risk of getting killed while sitting in a car is much bigger than on a ferry or cruise ship in all kind of ways (perhaps except when counting on "risk per journey", as the average car owner frequently uses the car for short low-risk trips to the nearest shop, etc).
