I did a search for reviews on P4AY.COM and most of them are from fair to good. While it is unfortunately what happened to you, I do not think they are a scam for 2 reasons:
If they were a scam, there would be a lot more negative reviews regarding the site than there are; and
If they were a scam, they would most likely not have even bothered responding to your email.
I'm sure there is a logical explanation for what happened here, or else the site would not have all the positive reviews that it does have...
