Not sure but , i think 1000 PAL STAKE will giveout 1 PAL worth upvote , maybe @holger80 can answer this question better.
I have found at another place that 3286 staked PAL will give 100% upvote worth 1PAL

But i staked 1533 PAL, which is also giving 1 PAL worth upvote .
