Personally..it is a good move by CHED.
The advantage of foreign students is that from grade school, international languages are being taught. The students will then chose when in college on what language they want to be efficient with. This is not available in the Philippines.

Fiipino language is being taught in grade school presently i think, this is enough. In my experience when in college, Filipino-speaking students were failing our Filipino subject where as the non-Filipino-speaking students were aceing it. Shame, but this comes about from naturally speaking it as toddlers. It's difficult to change.

A lot of Filipinos nowadays wished that foreign languages were also taught in school, it would have been so easy to speak, understand them when on holidays or when looking for jobs. It's a very advantageous plan personally.
