No one person perceives reality the same way. So much of how reality is perceived depends on the individual's experiences and emotional filters. I think even with the safeguards in place you decribed, anyone who uses the machine would have to be of strong will, with good control over their emotions. It could be rather dangerous used by someone without those attributes.
Maybe all of those individual realities can be combined to make the actual reality, like all of us are a supreme being, making it all happen.
The machine does sound dangerous, and if we imagine whole populations of individuals operating these things, they would probably keep creating the same world over and over, for fear of creating something new that doesn't work. Then a few strong-willed emotionless individuals would begin telling everybody else what to think, and what to create.
I think that individual realities do combine in a sense through the Jungian concept of the "collective unconscious".
Yes I tend agree with you concidering that is basically what has happened throughout human history. The strong willed individuals with sociopathic tendencies leading and shaping the reality of the weak..
