This was a friend many years ago during a photoshoot on a sunny day on antelope island.

because of the shadows that hat casts on her face and the whole photo is blue and yellow (complementary colors)

Because of the unknown. You want to know more. What is she looking at. What does the rest of her face look like.

Oh and a few nice technical details like the shallow DOF and the light pattern on her face but I think they are secondary.

Color, texture, composition. It's a triple threat!

The photo works because it invites you into her world. The focus on the beautiful eyes looking into the distance rather than straight into the lens makes it more interesting because you follow her eyes looking into the horizon. There is a story there. They say a picture is worth a thousand words and this one certainly does. And like others have said the shadows from her hat create visual interest too.

A bit of a "rule of thirds" going on. Contrasting colors. Interesting light pattern on her face, almost in the shape of sunglasses. Dreamy, pretty eyes. And it makes me want to see more!
