As always can't be of any help, and must join you in deciding what it looks like : it looks like somebody cares about their passenger's botty. No plastic, it looks like, besides. Three cheers.
Looking after a passenger's botty is a good thing when riding an unsprung Bike on coble stone roads. The passenger's foot pegs are height adjustable; something lacking on modern Bikes.
Oh, the good old, sensible, practical, handy days!
Indeed! One size fits all doesn't work well on those long stretches and a passenger who hangs on for dear life because she can't reach the foot pegs ....
