I think one of the most important choices you have when taking a picture is to decide how fast you should use it. The shutter speed controls the amount of light that comes into your camera, and controls how to record motion, and If everything is very clear in the picture, and there is absolutely no motion blur, then a quick shutter speed is used. But if there's a lot of motion blur, slow shutter speeds are used.
