Afghanistan again, Trump's speech

At this stage I think everybody has heard Trump's speech and his views on that part of the world. But is there more behind it? I had written this as a comment but I think it needs to be highlighted more.
Democracy Now produced this video on August 3rd.


and while there maybe corporations interested in the minerals I don't believe this is the full story.

With all the fronts that China has now between South China sea and the fact that Indian troops are in the contested land between China ad Burma, not to mention North Korea, one would think they would have enough on their plate.
And in the MSM now there is a push to say Russia is arming the Taliban. A simple internet search will show this. I would personally believe this is just spin and I would agree more with the Russians take on things

There is a bit in the speech where he states " Some day, after an effective military effort, perhaps it will be possible to have a political settlement that includes elements of the Taliban in Afghanistan, but nobody knows if or when that will ever happen." Now I think that says a lot. Isn't he also also suppose to have said something like... and correct me if I'm wrong.... For the Taliban, the Afghan government and Afghanistan's neighbors such as Pakistan, the headline of Obama's West Point speech was not the surge of new troops, but the withdrawal date. This had the counterproductive effect of encouraging the Taliban to wait out the Americans. If he didn't say it, it was certainly leaked out by someone.

So what are the thoughts on this? Is he sending in more troops so as the bring... 'elements of the Taliban' to the negotiating table? Just wondering what everyone else thought?
