Hmm. Since the land is co-owned by everybody paying the $15, the government has to pay each and every one of them. There could be tens of thousands of people each owning maybe an inch or so of the land each, and every single one of them would need to be processed.
They'll be paying them much less each of course, but it's not about the money -- the point is generate a MASSIVE amount of paperwork and legal/administrative cost for the government.
