another weird thing is the amounts and times of steemdollars send FROM bittrex TO Poloniex

if you check the market prices you see a big gap between SBD rates on Poloniex and Bittrex, some (different!) people are trying to make some money from this arbitrage.
If they are not blind, than they are gamblers trying to be the first on the market, when the deposit/withdrawal work again
