"Espionage is a skill and a tool. And just like with a gun or a car - it depends on who's behind it. It can be used for good, it can be used for nefarious purposes. So, to answer your question, the threat of government espionage is directly related to the type of government performing it. If the government has well intentions, surveillance is somewhat acceptable, but if you have an authoritarian and violent government that does not respect the laws or if there is no rule of law, just like with anything else - weapons, military... the intelligence services can be misused as well."
