Friends in Rahmati Allah, on this Friday full of this I want to speak a little about the Village Fund or Dana Gampong which every year is distributed by the government. This year each Gampong get 800 to 1 billion rupiah. Ministry of Village, Disadvantaged Area Development and Transmigration (DPDTT) mentioned that the fund should only be used for infrastructure development such as irrigation and drainage and development of village facilities and infrastructures such as Posyandu and PAUD not including village office. It is a good step and we must support it.
However, in my opinion, it would not be wise if the village funds whose value continues to increase each year are not only devoted to infrastructure development, but can be allocated for other development. One of them builds community resources in the villages. It does not have to be all villages equated with physical development. Often we hear and meet no forced infrastructure development for the use of village funds that do not fit the needs of the gampong community,

It would be wise if the village funds are also allocated for the development of human resource character is also important, such as providing scholarships for orphans and poor families, economic empowerment of the community. provide job skills training to character building of human resources.

We take for example, during World War II Atom bombs dropped on Hiroshima and Nagasaki, after which Japan did not directly do the infrastructure development of the two cities, but rather build the citizens of its citizens. When the human resources are well built, not only give birth to a skilled designer architect but also a community that has the character to respect and care for the infrastructure. We are concerned if there is a magnificent building built at an expensive cost either built by the government or donations after the Tsunami disaster, but then abandoned and damaged because it lacks the ability to manage or people who have no awareness to guard it.

I hope the Aceh government with its specificity can ask the central government the authority to use village funds as per the needs of the community itself. So it can be plotkan use of village funds, 70% for infrastructure development and 30% for human resource development and human character, especially youth of Aceh.
