What about doing a merge of your top 3?
Dishonored, Vampires, and Watchdogs?
I'm not familiar with Dishonored, but Vampires and Watchdogs could go together pretty nicely....
Dishonored is a somewhat Steampunk-ish setting with sort-of magic (not sure how much actual magic the players will have though – it's a protagonist focused game, and the Outsider personally picks who gets magic. You only see 5 people who have been given magic by the Outsider in the three games – but some people can pass their powers along … Maybe that's something for the plot? rambling)
Steampunk cars drive around in a Hyper-connected steampunk city, where electrons are replaced with steam, oh and we're all vampires too (is one possible way).
It's certainly a setting, but to me it sounds like, it's trying to do too many things at once, so you don't get to focus on what makes each part so special.
Even Vampire and Watchdogs has this problem.
I certainly added "Combination of some of these" to my list though, to ask my players about (I think they'll have the same problem as me though).
A quick thought to add. There was a d20 Modern game called Etherscope, that was a steampunk/cyberpunk mash up. I HAD the corebook, but I think I loaned it out (thus, it is lost).
It worked pretty well, from what I remembered.
