Jacque & Roxanne made TVP Research Center with their own money they earned working on design projects and so on. So, that probably depended upon where they can buy land for the amount of money they collected and how much; while Jacque had group of people who used to attend his lectures in Miami and so, they thought to find place in FL itself, which mixed with many other factors(most probably) ended up in buying land in Venus, Florida. That's a guess based on the faint idea I have. Roxanne or TVP archive dept. can give more accurate insight though.
