i appreciate the goal of this post but i believe you are missing a very valuable resource. Electronics and this digital age of ours. If there are places that are only giving teachers 45 days of training to become teachers then set up buildings with computers give them 45 days of training on the system and use pre-developed courses to get the students started. you could create a huge library from the best instructors around the world that would allow students not only to learn the basics but also to branch out to their interests at a very young age. the problem isnt too few teachers the problem is a lack of effective use of technology in the classroom. Especially in primary and secondary school the teaching goals are very simple. the curriculum doesn't need to be complicated. the goal is just to get the information you absolutely need to the student then make them eager to learn. it doesn't matter what they learn after that as long as you have taught them how to go about it and given them a reason to seek knowledge. I absolutely agree that education (especially in less developed countries) is far less effective than it should be but there is no reason we can't fix that. and the answer is actually less is more. that is my opinion anyway kudos to you for thinking and working on a real problem though. i am sure the reality of the solution requires a mixture of many different approaches.
