This already happens. It has to happen to anyone who takes some minutes off their own business and looks what is published on the platform each minute. Without filters of course. Filters are great, but most of us do not use them and those who are new or want to learn something about the platform before they register do not have them.

I totally agree with you, Chriddi but I'm gonna change that a bit, "this already happened, long time ago". probably a few months after the beginning, somewhere in 2017 ;)
Content on the chain has some weight, but let's say it's somewhere at 10%, maybe even less 'cause I usually have to scroll down a lot to see something interesting and written in a language I read (four languages I can read without translation). What appears to be much more important are investments, social skills (engagement, sending compliments, etc.), adaptability and that common symptom of all networks with a social side, usually trying to present a perfect life of a perfect individual, appeal, etc. Sexual appeal also comes in handy.
Start complaining about life, money and NO appeal - nobody cares.

Personally I wouldn't start a downvote war, I've seen many and it is always ugly, both side suffer while at the same time other scams thrive.
What I would help, in general, is Steemit Inc. sits with the largest stakeholders, and the biggest witnesses and come out with some common rules, rules that would later be applied to everyone, from plankton to whales. Only then could the community start to spread fair downvotes, otherwise it would always be personal.
In the particular case, I guess some of those mentioned big players should contact ctime and ask them to change that or just implement a blacklist or some verification perhaps instead of just upvoting burn25.

The article triggered me to reply. Although I knew that we had already had pages of discussions about this in the past. I won't go into that depth again. It only costs (a lot of) lifetime and doesn't change anything anyway.
Yes, that's right! But back then there was a much larger group of users who were prepared to do something about the abuses. Whether they succeeded or not (as you can see, they didn't) is irrelevant. They tried. They did something. They set signs that they did not agree with the situation. They were loud. They didn't put up with everything.
I also experienced the great flag wars and of course I don't want to experience something like that again. However, I still believe that not much harm can be done to the individual if everyone sticks together in good will. And why not? After all, the fraudsters stick together too.
Nevertheless, the flags are an instrument provided by the system. And they are simply intended to show: ‘I don't agree with what you're doing.’ To send a sign.
Of course, this ‘power’ can also be exploited (as we have seen in the past), but you can think about that when the time comes.
At the same time, I think it's too late for everything (including positive conversations) because there are far too many automatisms.
A hard fork (Witness task) with modified reward mechanisms would be more important (automatisms must not be rewarded). But since too many Witnesses benefit from these automatisms themselves, it won't happen... :-(

Now my turn to thank you for your time reading and responding to my thoughts, I know nothing will change, because I suggested the same common-ground rules, or let's call them guidelines, back in 2018, I think, long before the split.
Do you believe that's possible and more importantly, doable? Frankly, I highly doubt that. True, I'd like that to happen but my stake is too tiny to be really important.
Automatism... I don't mind, it's just a tool, similar to a scalpel - in the hands of a surgeon it saves lives, in the hands of a killer, it takes lives. Actually, I think it has more positive value, as without it, investors and developers won't be attracted and retained on the chain and developers in crypto usually bring some stake along, unless coming from the poor desperate parts of the world.

I think it should become a habit for everyone. But given the scale of the abuse, we will never have enough resources to clean up the platform. Although this is not a reason to give up. 🙂
We critically need to make the Steemit homepage more "human". It is unlikely that a person who saw it for the first time will decide to join to run his blog. He will think that only spam is posted here. 😕 In the blockchain, there will always be applications, such as TipTag, thanks to which tons of spam will get here. That's why we need at least filters.

Nobody said it would succeed. Nobody said we wanted a flag war. What rubbish, nobody wants that! And we won't ‘win’ either.
But we can set an example! Send out signals that say we don't agree with what's going on.
And anyone can do that! Every user, no matter how tiny! Make a statement, express your opinion without saying much. Set an example.
Closing the eyes and resting on the own (sometimes high) rewards is NOT an option! Anyone who does this opens the door to even more spam/scam, because there are no consequences... No consequences, not even small signs. At most, honest users who leave the platform in disgust (Gosh, I know so many of them!). Think this negative chain reaction through to the end! Maybe a little DV here or there instead?!
No promise of success, of course. One way. A different path than the one modelled by the god the lemmings follow... 🤷♀️
