I am sorry but this project smacks of the thought police censoring people on a platform that is supposed to be decentralized. Big brother rules!
It's not about that, its about making sure that the reward pool to which every account has equal access to doesn't get drained through exploitative means. Kind of like everyone can use a public park for leisure but not build a house and live in it for free.
