All what an seeing and I could read between the lines are :

1. The team is kind of owned by the state so they can't just move out anyhow, there should be a place of mutual understanding or an agreement made already.
2. The teams wants to move to a better state for more exposure and chances to be seen better, if that is so, I believe there is a place of drawing the crowd to your desert.
