It makes absolutely no sense why they would him to a direct rival. I am aware he fell out with Allegri towards the end of the seaon but then why not sell him overseas. As far as I know plenty of clubs including the likes of Chelsea and Bayern were interested in signing him. 40mil for one of the best defenders in the game in the prime of his career is a steal for Milan They have done superb business and done it early.

But as you said there were plenty of clubs overseas who would have paid more for him. It was plain stupid from Juventus to sell him to AC milan.
Chelsea, Man city, Real Madrid were all interested in him. For me its a shock, always considered Juventus to be very shrewd in the transfer market its simply plain stupid from them
