No. Even if CNN, Fox, etc. are bad news, they stand in competition with each other.
RT is state-sponsored propaganda.
State sponsored doesn't have to mean fake news.

But a state sponsors media only if he gets something in return. And that is influence via propaganda.
And that is a big difference to CNN, Fox etc. These are profit-oriented media in competition to each other.
