Justin Sun and Tron bought Steemit inc, which had a huge amount of STEEM. Along with that, J. Sun also own Poloniex with its share of STEEM. Recently, the Steem Witnesses created a softfork to protect the Steem Blockchain, but J. Sun went to the Exchanges and "borrowed" the Steem held by those exchanges for their clients in order to unseat our original witnesses and install his own. This then allowed him to undo the softfork and essentially hijack the Steem Blockchain. Now by the Steem Community voting for the original witnesses, the are slowly replacing or eclipsing the ones J. Sun placed. In a nut shell.

ps. now please vote for our witness, currently #1, #2, and #23 -40 or so.... but it could be changing so please verify. Thank you.

Each Steem community member gets 30 votes to vote for witnesses. The witnesses maintain nodes that produce the Steem blockchain which pumps out all our posts etc.....it goes deeper but that should suffice for now.
A. you don't do anything and by de facto you leave Justin SUN in full control of the Steem Blockchain and you join the darkside
B. You vote for J. Sun's witnesses and you join the darkside
or
C. You use your 30 alloted witness votes to vote for the original Steem witnesses and not J. Sun's.

What have they promised and who are their top ten voters?

They promise nothing. They run the blockchain on their nodes and we either vote for them or we don't. Not sure what you mean by the second half of your question, but I don't believe it goes by vote weight if that is what you are asking. Every Steemians has an equal 30 votes for the witnesses, there is no top ten.
