Is now the best time to buy some steem ?

Whwn i look at the exchange i see steem has just went down and down probably cause everyone already has alrewdy made their money and bought up all the steem they needed. If they never bought steem at thst high price then they wouont have made a cent. But now my question is, Is now the time to buy steem while its still so low ? Is it a good time for newbs like myself to be taking advantage of a cheap price from the get ago ?

If i do invest in some steem how much should i get ? Yes obviously as much as i can afford but what is a nice amount ?
