Problem is every whale prefers to stick their head in the sand instead of going for it... they're so fearful of hurting their own massive RPs...
I couldn't have said it better.
The problem is that we are relying on the whales to flag in order to reduce the rewards for a user. That doesn't scale because it requires manual effort.
Is there a way that this can be solved in an automated fashion?

You could probably get a donation pool to an account that flags all of his posts, but honestly I don't know if I necessarily like the idea of targeting a user like that. I agree that he's unlikely to post anything that's worth much, but it just feels like a bad precedent.
You don't need to flag him, you just need to upvote someone else.
The reward pool is fixed per 24 hours (because new coins are being minted at a steady rate) and they are shared out by percentages. Therefore if you vote for someone else, it's the equivalent of downvoting haejin, the post you upvoted will gain by the same amount his goes down as the percentages shift.
The real issue is that people are not doing ther 10 votes a day, and the whales are not really voting. If they went out and voted for good stuff, the percentage of the pot that haejin gets would shrink. And they could achieve their goals without flagging wars.

Im voting more than 10 times a day. I don't care much about my voting power since I delegated all of my SP to my voting bot @siditech..
Feel free to use it if it helps to bring down haejin ^^ It's still very new and not much used so the profit you get form 0.1sbd invest is still very high.
However all of my steempower is used min. 10 times a day.
